Mostly all the fluorescent lights consist of ballast that are comprised of an inductor. A change in the flow of alternating current through the inductor creates a changing magnetic field, which in turn creates, or induces, a changing voltage in the wire, retarding the current flow. This causes the fluorescent light fixtures to buzz.
Before making any adjustments and replacements to the electricity, make sure you have turned off the appliance on which you are working. In this case you can either turn off the power at the light switch before removing the fluorescent bulb from its fixture or simply shut down power at the circuit box for the fixture as well.
