Changes to the states licensing requirements: In early 2009, the state of Massachusetts implicated a licensing exam for all elementary teachers that requires educators to prove their skills in the field of arithmetic in order to be established as a licensed teach. This is in contrast to the earlier system where teachers were required to take a test on multiple subjects. (This test contained only a few arithmetic questions.)

Almost three-fourths of the aspiring elementary school teachers who took the new exam this year failed the new math section.
